Measurement ethics

Internet measurement often processes data from people who could not consent to its collection, and anonymization can remove the behavior under study. We reviewed the ethical considerations and remediations reported in prior measurement studies, and the ethics expectations in calls for papers. Expectations differed widely across venues.

The paper received the Best Paper award at EthiCS 2023. The rules we follow for our own measurements and data releases are on the scanning and ethics page.
